World Bank was invited to discuss China's reform program and proposed suggestions such as privatization of state-owned banks and changes of China's rural land system. Both of these two proposals are serious reforms which involve legalistic and ideological changes. Currently, China’s decision-making and public opinion environment are not ready for such issues. If they are put forward now, they might be held up in China’s decision-making process.
