The recently published "Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Urban Planning and Development Management" has generated quite some concern and controversy.

ANBOUND's scholars are of the view that although many parts of the aforesaid Opinion are beneficial to the overall development of the city, certain parts of the aforesaid Opinion does not accord with Chinese national conditions and certain parts are merely wishful thinking.

In the event that the aforesaid Opinion is being implemented strictly, this will bring another round of “surgery” to the city, causing more economic, legal and social problems.
