Both the international geopolitics and the economic situation have demanded China to develop the western region based on land power thinking and to develop the common market in western region vide the "new silk road".

In this regards, ANBOUND's research team recommends the State Council to set up a “Development Authority for Western Region”. All development rights in regards of western region shall be severed from the National Development and Reform Commission and be accorded to this development authority which shall also acts frontier department and be accorded a comprehensive social management function and responsible for the overall development of the western region in China and the construction of the new silk road.
