The Central Economic Work Conference makes it very clear that the core goals for year 2016 are "cutting industrial capacity, destocking, de-leveraging, lowering corporate costs and improving weak link" and stresses that structural reform of the supply front should be strengthen.

ANBOUND's research team is of the view that year 2016 is not only complex but also constrained by various factors, while there should be overall de-leveraging, when appropriate, macro-policy should leverage up too.

The central government should expand the fiscal deficit and becomes the major force to leverage up, while at the same time, the government should step up the efforts to push forward market-oriented reform and attract the general public and social capitals to invest, lending another support to leverage up.
