Fiscal and taxation reform is the most important and crucial part of the reform agenda in the Third Plenum of the 18th Communist Party of China Central Committee. It may be the first priority of economic system reform. Once relevant proposals are approved by the Third Plenum, the necessary reform measures will be implemented comprehensively after the national congress next year.
