Property Tax, the "Post-Dated Cheque" Drawn By Central Government In Favour of Local Governments

Recently, some domestic media have learned from the authoritative sources that, the property tax, a new type of tax, will be collected by the local tax authority and all the tax revenues belong to the local government, making it an important supplement to the source of income for the local governments.

ANBOUND's scholars are of the view that the property tax is a post-dated cheque drawn by the central government in favour of the local governments and hence it will not alleviate the short term hardship faced by the local government. It will take a long period of time to cash the cheque.
