Currently, the roadmap for petrochemical industry under the 13th five year plan has been devised and submitted by China Petroleum & Chemical Industry Federation.

The direction set thus far is to strengthen the structural adjustment to the industry and to open up the downstream industry to the private enterprises.

Since this year, there has been continuous opening up of the right to import crude oil and the right to use imported crude oil.

ANBOUND's research team, however, has repeatedly highlighted that while there are proactive applications to acquire the rights to use the imported crude oil, the oil refining enterprises are more concerned with the control over the rights to import crude oil.

This is because the acquisition of the rights to import crude oil is the only way for them to get rid of the monopoly of the raw materials.
