Xi to address opening of Zhongguancun Forum
XU WEI

President Xi Jinping will deliver a speech at the opening ceremony of the 2021 Zhongguancun Forum-a key national platform for opening-up and innovation-via video on Friday night.

The speech, to be broadcast live by China Central Television, will be the second time Xi has conveyed his messages to the forum, which was launched in 2007.

He sent a congratulatory message to the forum in 2019, highlighting the significance of hosting the forum to enable discussions on cutting-edge technology, future industry growth trends and ways to help nations share innovative ideas and development concepts.

This year's forum, under the theme of Intelligence, Health and Carbon Neutrality, will run from Friday through Tuesday.

The event will include conferences, technology transactions, innovation competitions, exhibitions and other activities. It will bring together foreign leaders, the world's top scientists and Nobel Prize winners as well as business leaders and investors, Jin Wei, vice-mayor of Beijing, said at a news briefing earlier this month.

Zhongguancun, an area in northwestern Beijing often referred to as China's "Silicon Valley", is home to the country's top universities, research institutions and high-tech companies.

China's State Council approved establishing an organizing committee and an executive committee for the Zhongguancun Forum, focused on scientific and technological innovation, according to a circular released by the General Office of the State Council on Sept 17.

In charge of organization and coordination of the Zhongguancun Forum, the organizing committee is responsible for reviewing and approving the forum's general plan, implementation tasks and related major issues, and facilitating crucial links in holding the forum. Major issues should be reported for approval as required.

The organizing committee will include a liaison office, as well as teams working on external affairs, security, publicity, pandemic prevention and control, policy and result releases, and exhibitions.

Led by the organizing committee, the executive committee should put forward and submit the general plan, implementation tasks and major issues related to the forum to the organizing committee before performing them; carry out the organizing committee's decisions and specific matters involved in convening the forum, and promptly inform the organizing committee of its progress; and make onsite arrangements during the event.

Vice-Premier Liu He will head the organizing committee, and Cai Qi, secretary of the Beijing Municipal Committee of the Communist Party of China, will serve as first deputy chairman of the organizing committee and director of the executive committee.

Officials including Minister of Science and Technology Wang Zhigang, and Hou Jianguo, president of the Chinese Academy of Sciences, are appointed as executive directors of the executive committee.
