China's emerging city rankings 2021: unpacking opportunities under the 14th Five Year Plan

Despite China's rapid economic recovery, the pandemic has led to profound changes in government policies and business dynamics. The country's 14th Five-Year Plan for 2021-25 was unveiled in March 2021, setting targets for science and technology, manufacturing, urbanisation and carbon neutrality.

Where will business opportunities arise? The EIU's emerging city rankings identify the greatest growth potential in urban China. Hangzhou (Zhejiang) tops this year's rankings, followed by other large cities in eastern coastal China. With strong talent and manufacturing bases, these cities will play an important role in China's transition to a more technology-driven growth model.
