Recently, senior officials in several provinces, including Guangdong, Hebei, and Henan, have come to Beijing to gain support from the central government for financial reform. The local government officials might hope for policy support from the central government, such as reinforcing local taxation system, expanding tax base, and reducing local expenditure. In fact, the finance ministry's nationwide financial reform campaign is initiated partly as a response to these local governments’ demand.
