On 13th September, the "Guideline to Deepen Reforms of States Owned Enterprises" was published officially.

Anbound's research team points out that, as a whole, the reform of the States Owned Enterprises (“SOEs”) has finally begin in a very difficult environment.

Recently, there has been doubt, both from China and abroad, on the sincerity and the commitment of China’s government in promoting the marketization reform.

However, the revelation of the guideline for reform is timely. Provided always that the steady economic growth is not jeopardized in anyway, the Chinese government will do everything in their power to boost the planned reform.

The “bonus of the reform” is not only badly needed by the Chinese economy but also the Chinese politics and more importantly the society as a whole.
