The Ministry of Transport has recently announced its consultation paper for the revision of the Regulation on the Administration of Toll Roads. Among others, toll charging period has been revised. Anbound's research team pointed out that China’s policy of charging the tolls for a longer period of time shows that the highways are becoming from the government’s assets to liabilities. If the continuous long-term charging is based on partial interest, it will harm the overall market.
