Some officials alleged that local governments below the county level need not to participate in the GDP evaluation mechanism and only if they have implemented well their concrete plans and policies will they be regarded as having accomplished their duties. Anbound believes that this proposal can be experimented at the policy level. The first step for reforming the GDP-oriented political achievements evaluation mechanism may start from grassroots level.
