The central government is hoping that the local governments can play a bigger role in keeping the economic growth steady by creating a functional competition among them. However, Anbound's research team points out that the speedy growth in the past has exhausted the potentials for local economic growth and in light of the new normal, the contribution and function of local governments in China’s economy growth might be reduced greatly. As the economic growth slows down and the local governments are heavily indebted, it is hard to see functional competition among the local governments.
