China's Ministry of Finance recently urges to select out another group of PPP pilot projects, and meanwhile quicken to deal with the unfinished projects selected previously, which has clearly shown the central government’s needs and increasing pressure. However, ANBOUND insists that China’s PPP promotion model remains to be problematic, including the out-of-date management, poor profitability, unsecured private voices and uncertain governments’ spirit of law. Under the central government’s promotion by force, the PPP model now is quickly dissimilating and getting further away from the central’s original intention.
