During its 13th Conference, the Central Leading Group of Comprehensively Deepening Reform highlighted the Party's leadership to SOEs, which has raised the market to worry that the strengthening of "Party rules SOEs" will cause the Party to intervene a broader market. ANBOUND points out that the doubt comes from the uncertainty over the relation between SOEs reform and market-oriented reform. Basically, there is no conflict between strengthening “Party rules SOEs” and market-oriented reform, more approaches that are keen on marketization can be fully adopted. The direction of SOEs’ deepening reform retains the same, let alone the general direction of market-oriented reform.
