Recently, China witnesses the slow progress of SOEs reform, except the SOEs' mixed ownership reform. ANBOUND research team thus concludes that the problematic approach of reform leads SOEs’ reform met so many difficulties. The current approach of reforming SOEs’ mixed ownership keens on splitting various and detailed fields and measures. This split-oriented reform is no way out, unless adopting mutual fund to drive the reform, or it will be inefficient.
