Considering the heavy downward pressure of economy has made the urbanization again the "powerful tool" of sustaining growth by both the central and local governments, for ANBOUND think tank scholars, the core of new urbanization is to put people first, its growth model of solely expanding scale will be changed to be quality-oriented development. But the pressure of sustaining economic growth allows the re-emergence of urbanization that is treated as tool for attracting investment in short term and responding growth dilemmas.
