Currently, China's economic transformation and structural adjustment have created an unprecedented demand for innovation. However, technological innovation is not the main driver in facilitating and strengthening China’s economy. In fact, the development of system and mechanism that encourages the activities of innovation is more important in creating market-oriented environment for innovation.
