China Investment Corporation (CIC) is a sovereign wealth fund. It has a total of $500 billion asset and the registered capital reaches $200 billion. Why is it so difficult to find a suitable person to lead the corporation? There are two reasons. First, it is due to the system whereby CIC is under great political pressure and huge responsibility on policy task. Therefore it cannot be treated as an ordinary organization. The second reason is the ROI pressure that related to the system.
