The U.S. Department of Commerce decided to block sales of XEON chips to four Chinese national supercomputer centers. ANBOUND think tank scholars hold that America is doing this to respond to China's limitation on American enterprises in terms of information security since last year. This incident will affect relevant negotiations of information and communication technology between China and America and once again discloses China’s shortcoming in manufacture of large scale Integrated circuit.
