The accelerated economic downturn has put great pressure on both the central and local governments. ANBOUND think tank scholars suggest that under the new normal, local governments should not act as an exclusive actor, but a policy provider and project-issuer. They should probably need more selective restraints so as to considerably control their size of development in the future.
