ANBOUND senior researcher He Jun suggests that the local governments have to gradually strengthen the sense of boarder over enforcement rather than administrative zones, which centers on market-oriented reform. From 2015, China’s market-oriented reform is stepping into an era of speeding-up and enforcement, the local governments at various levels are facing the following changes: reducing administration, strengthening marketization, weakening the effect of development area, and improving the significance of constructing fair market.
