Although China's economic growth has entered its new normal, old evaluation system is still playing its role in local governments. ANBOUND think tank scholars think that the immanent contradiction between old indicators and economic new normal has led to various messes caused by local governments who are endeavoring to achieve those old indicators. Hence, in order to eliminate the various false phenomena caused by local governments, the old evaluation system needs to be thoroughly changed to adapt to the economic new normal.
