Although the determination and effort of the central government to promote the State-owned Enterprises(SOE) reform has been strong, in the view of ANBOUND research team, there are still some fundamental issues waiting to be clarified. Before the launch of new SOE reform schemes, we should be clear about some prerequisite issues, such as goals and thought of SOE reform, measures to reform those unconventional SOEs. While SOEs reform is the key realm that the central government has endowed high expectation, the core of it should be helpful for marketization reform, rather than just simply enhance the state-owned economy.
