Despite lacking concrete measures, it is likely that China's new urbanization drive will transform the current investment- and construction-led growth to one based on public services-led in the near future. The local governments would probably need to lower down their expectations for the new urbanization drive, especially on the grand construction and investments which were the priorities in the past.
