The revenue of local finance has entered a new normal of "single-digit growth". Some local governments are attempting to cover up their deficiency in financial revenues so as to cope with financial pressures as well as the evaluations on finance and tax indicators. ANBOUND research team denotes that this phenomenon means that local governments are actually facing more serious financial problems than being expected, which should arouse attention from the central government. To address it, the central government should enhance supervision and the enforcement of financial disciplines, while simultaneously allowing some free space for local governments to pass through this “financial dark time”.
