China's local government will face an unprecedented financial pressure in 2015, which will be reflected by reduced income, debt, restricted rigid spending and financing tools, as well as the smaller space for financial accommodation. For ANBOUND, the local government should swift thoughts to multi-tools model: first of all, cut down the structure of organization, "doing something but not"; second, endeavor to be involved in major national developing strategies for more policy and capital aid; third, speed up the market-oriented reform; last, look for new “financial sources”. In the near future, the local government will experience a tough time, but it is also an opportunity for reforming the financial regulation.
