Judging from the declaration of Ministry of Agriculture, the primary task of agricultural and rural economy in 2015 is still stabilizing the production of grain. However, such a primary task is probable due to the accustomed sequence when thinking about food security. ANBOUND research team points out that when grain changes from product to commodity, there are many problems in multiple links, including purchase, storage, loss caused by moldy grain, and the commercial applications of grain, etc. These links lead to the waste of grain and misallocation of resources caused by these links have consumed a huge amount of grain resources. Thus, although stabilizing the production of grain cannot be ignored, China should pay attention to much more things.
