"Marshall Plan" Won't Be Used to Help Real Competitors

After Dissolution of the Soviet Union and the Fall of Communism, Western countries' attitudes toward Eastern European countries and Russia are quite different. As an economist, Jeffrey Sachs has been confused about the reason that America refused to help Russia for twenty years. In the opinion of ANBOUND research team, the task of America after Cold War was to totally defeat Russia rather than to help rebuild it like America had done to Western Europe. For western countries leaded by America, "Marshall Plan" will never be used to help their real competitors. For America, Russia was a competitor and China will be a future competitor. Although Russia and China are in different situations, they both should stop looking forward to the help from America's "Marshall Plan".
