The twelfth session of the Standing Committee of the Twelfth National People's Congress examined the draft amendment of Legislation Law. ANBOUND think tank scholars indicate that the modification of Legislation Law, which is an important step toward promoting the country’s governing system and modernizing its governing capacity, will alter local governments’ ideology of non-behavior. While on the surface the Legislation Law is limiting local governments’ power, it shall fundamentally change the pattern of decision-making in local governments. But in essence, being a reform on China’s ruling manner, it is a complicated and systematic project.
