The Schemes for local fiscal and tax reform will be concentratively released. As said by an officer from the Finance Department of a province in the middle part of China, the system and policies of tax are made by the central government, and the local governments are only implementing them. Therefore, it is not the concern of local governments to reform and design the relationship between the central government and local governments. And for local governments, the most imminent task concerning the fiscal and tax reform is to reform the budget management system, among which PPP model propulsion, asset activation and debt settlement are the focuses of fiscal organs at or below provincial level.
