General Office of State Council recently introduced a Notice to promote the transition, upgrading, innovation and development of China's National Economic and Technology Zone. According to ANBOUND’s research, the ETDZs’ transition needs to take advantage of the current new opportunity, and most importantly, is innovation of system. First of all, in the context that market displays decisive role in resource allocation, the approach of attracting investors via preferential policies has to be changed through innovation approach; second is to play the advantages of existing industries; finally is to link the development opportunities like "One Belt and One Road" and Yangtze River Economic Zone.
