He further emphasized the issues of streamlining administration, delegating power and avoiding “policy depression”, and also raised new requests on governments’ transition. ANBOUND think tank scholars note that the key of transforming from the development model of “policy depression” is the governments’ transition, which essentially needs promote the reform of thorough marketization, namely, the real problem is whether the government could give the power of resource allocation back to the market, and meanwhile explore a new regulation model that matches the market better.
