Stop "Crash Expenditure" and Call for Comprehensive Reform

Although local governments have suffered a remarkable financial pressure since the beginning of 2014, they are restaging the "crash expenditure" when the year end is drawing near. ANBOUND think tank scholars believe that the reemergence of this phenomenon is rooted in the fact that the construction of China's government financial budgets supervision and administration system is lagging behind. The management of government financial budgets has to be enhanced through the ideology of rule of law. Therefore, relevant legal systems should be improved, supervision be strengthened and comprehensive reform on China's government budget management be put forward.
