National Energy Administration (NEA) has officially adjusted it positioning and focuses on services with the aims of solving difficult problems and providing practical services. NEA is gradually forming the management pattern of "small government, big society and strong regulation". Regarding the complicated problems in the energy sector, Anbound scholars suggest that NEA should highly focus on alternative energy. NEA should use the photovoltaic application as a starting point to highlight the country's energy work.
