In the anti-corruption campaign since 18th National Congress of the Communist Party of China, Chinese National Development and Reform Commission (NDRC) has been one of the highlights. By now, 11 bureau-level officials of NDRC have been investigated. ANBOUND think tank scholars believe that the series of corruption cases in NDRC is just an epitome. China should take anti-corruption campaign as an opportunity to promote the reform of government functions which used to be quite difficult. Otherwise, anti-corruption will only have political result and no reform result, which will cause a great discount of effect. The combination of anti-corruption and market-driven reform and development should start from the reform of NDRC.
