The fourth Plenary Session of the 18th CPC Central Committee concluded on October 23rd. ANBOUND think tank scholars state that this plenary session puts forward many high-level developing goals as a whole, which are relatively difficult to realize. But howsoever, the appeal for the rule of law always can be regarded as a significant indicator for the political civilization improvement. If fully implemented, it will provide legal institutional guarantee for China's future development.
