As revealed by scholars that are close to policy decision-making departments, the National Development and Reform Commission is working on a new urbanization plan which is to be completed in July. Anbound believes that significant change, if there is any, would be released after the Third Plenary Session of Eighteenth Central Committee scheduled to be held this year. Judging from the current situation, the new leadership is likely to push for more reform measures in the urbanization issue. However, time will be needed to determine whether there will be a breakthrough in China's new urbanization course.
