Although Hong Kong has long been regarded as one of the richest regions in the world, it has a problem of poverty, and even a severe poverty problem with a sophisticated background. ANBOUND think tank scholars note that Hong Kong government has long paid little attention to the problem of poverty since the era when Hong Kong was ruled by the UK. The fundamental policies of "positive non-interventionism" and “encouragement of free competition” have been insisted and thus paved the way for the apparent poverty problem. In terms of this, the so-called impeccable Hong Kong law has a number of its defectives. The Hong Kong poverty problem, though rarely known, is quite noteworthy, given the fact that it will not be surprising when it turns into a social phenomenon from being contained.
