On September 16th, Premier Li Keqiang stressed that the promotion of new urbanization needed to accelerate infrastructure construction and the emphasis was in central-western region during the 13th five-year-plan period. ANBOUND think tank scholars believe that this means during the 13th five-year-plan period the strategic focus of railway construction will be shifted significantly. The focus shift has two aspects which are the central-western region and the intercity rail transportation. The improvement of railway network in central-western region will further establish the status of railway system whose core is high speed rail in China's public transportation system. Such a public transportation mode can meet the need of current Chinese economic development and is unique in the whole world.
