The strategy of Jing-Jin-Ji(Beijing-Tianjin-Hebei Region) synergetic development has become one of the major strategies for regional economic development during the period of the 13th Five Year Plan. But there are not any substantial progress having been gained in policies centering the pivot of promoting industrial upgrading. ANBOUND research team suggests that interest consideration among governments as well as within government has become vital factors to pull back the synergetic development of the three regions.
