The relationship between Chinese central and local markets is about to be changed. ANBOUND think tank scholars believe that the future adjustment of this relationship should be based on the basic framework of law. If the power and interest of local government aren't restricted by legal system, the local governments are still working in a mechanism with great randomness and subjectivity. The relationship between central and local governments can't be restricted for long only by moral requirements and party organs. Further restricting the relationship by law will be a new phase of relationship development between central and local governments.
