The structural reform framework of deepening the fiscal and tax reform is progressively improving. ANBOUND research team states that if starting from stringent budget management, the reform may be converted into a disguised fiscal austerity, which will exert a negative influence on China's sustainable economic growth. Fiscal and tax reform should put forward systematically. Local responsibilities and expending liabilities should be explicated first. Then tax standard should be confirmed according to expenditure. Moreover, stringent budget management should be carried out afterwards. With a fixed reform orientation, the rhythm of advancement should be regulated accordingly, in order to maximize the common interest while minimize the reform cost.
