In the view of ANBOUN think tank scholars, Chinese central government is a centralized authority, which leads to grave administration ineffectiveness and hence causes poor management performance. However, reform of Streamlining Administration and Delegating Power has been influenced not by inefficient work of the State Council, but various realistic conditions. Therefore, only through great responding and participation of grassroots from the whole society and market could we win in the reform and deepen marketization.
