Graduated from Changchun University of technology in January 1982;

Master's degree in technical systems management, State University of New York;

Master's degree in public administration, Harriman School of public administration;

PhD in engineering and public policy, Carnegie Mellon University;


From 1991 to 1996, he was employed as an assistant professor in the teaching and research of science and technology policy and management at George Washington University.

In 1996, he returned home to teach at Tsinghua University. His main research fields were public policy and management, science and technology policy and management, innovation policy and management, crisis management, etc. He has presided over or participated in a number of major research topics at home and abroad, and has written many works in international and domestic academic journals. At the same time, he also participated in the drafting and evaluation of some major policies and plans for science and technology education.

Since 1991, he has served as a consultant for the world bank, the U.S. department of commerce, the national institute of standards and technology, the U.S. technology transfer center, the government of Bolivia, Stanford international research institute, APEC technology prediction center, Canada international development research center and other government or research institutions.

In 1994 and 1995, he was a project review expert of the American advanced technology program.

From 1997 to 1998, he served as the leader of the 1998 APEC economic outlook report working group and the chief spokesman of China.

In January 2018, he was selected as one of the first batch of senior liberal arts professors of Tsinghua University.

In November 2018, he was dean of Su Shimin college of Tsinghua University.


His research focused include: policy research on improving the national innovation system, the role of universities in the national innovation system, globalization of science and technology, higher education policy, knowledge management, research on the formation mechanism of China's public policy, etc.

Courses: public management, public policy analysis, public policy research frontier - international science and technology policy comparison.


During his work, Dr. Xue has won many awards, including the step award of the American Association for the advancement of science, the Stephen Lee best research project award of Carnegie Mellon University, the Dilthey research award of George Washington University, the pride teaching research award of George Washington University. Tsinghua University academic newcomer award, Tsinghua University mentor award, and NSFC outstanding youth fund award, etc.

In December 2018, he was selected into the list of "40 overseas returnees in 40 years of China's reform and opening up".

How to deal with the challenge of 5g security? According to Xue, risk management measures for emerging technologies include four aspects: formulating national strategic rules, building digital infrastructure, enhancing international mutual trust and establishing a linkage protection system.

He suggested that we should improve the rules of data governance, establish data sharing mechanism, public data pool and data center to promote industrial development and social welfare.

He suggested that we should improve the governance rules of cross-border data security, establish a clear corporate responsibility system with clear legal boundaries, and establish a cross-border security mutual trust mechanism based on this.


Xue Lan said that perhaps one day the concept of international students disappeared, and then China's development would be truly modernized. He said that one of the ways of "studying abroad" was irreplaceable, that was, international competence, which refered to the ability to effectively study, work and get along with others in an international multi-cultural environment. This was necessary in an international environment. After living and studying abroad for a period of time, there would indeed be different degrees of improvement and different perspectives of consideration.
