During the past 16 days and nights, ANBOUND “Wuhan Pneumonia Emergency Team” kept very efficient communication and idea exchanges with the governments of Beijing and Sichuan. So far, both cities have been among the best performers in the country. The epidemic situation in Wuhan and China is far from over, but ANBOUND convinced that the basic epidemic evolution path, logic, context and impact have been clearly presented. From the perspective of public policy research, these are no longer challenging issues. In the future, we will more observe the regular governmental functions, i.e. social governance and the performance of their governance systems, especially the rational performance made by local governments in the future, medical and healthcare community.

Whilst the situation revolving the epidemic is constantly evolving, certain issues arising from the matter, far too pressing to be ignored, requires addressing. In order to gain a better understanding of the current situation, reporters from WeMedia01 HK interviewed ANBOUND Chief Researcher Chan Kung with a talk about the Wuhan Pneumonia epidemic. Chan Kung said, no reform, and there would be no hope at all. Concerning the governance system and capacity, the intention was to provide the public with an understanding of the complexities surrounding central-local relations, as well as between local relations. We can only discuss about its complexities, nothing else, or we might end up upsetting certain parties. The merits are often portrayed in self-deprecated manner and downplayed; Meanwhile, the government officials fear that their demerits would result in lambasting, so that they did not give it their all or they did not accomplish their tasks wholeheartedly. China faced in 2019 and now still is facing two major challenges, the U.S.-China trade war and internal economic issues (consisting of economic slowdown + structural transformation + debt-related risks). 2020 has brought a third challenger to the table – the novel coronavirus pneumonia epidemic. It could be a new shock factor that would add on to the pressure posed by a myriad of existing internal economic issues. According to ANBOUND economists, the impact towards China’s economy would be 0.5-1.2 percentage point in case that it moves in normal trajectory. It's hard to imagine that China's economy would remain unaffected as before to maintain an aggressive stance both internally and externally. From hereon, there is a necessity for the country to reexamine its bearings and stronghold as well as reallocate its resources, both internal and external development. China’s government will likely turn its focus inwards, either strategy or key areas. China would have to slow down its act of “going out”, in view of economic and geopolitical relationships-wise.
