China's economy in the first half of the year is at the risk of underperforming. Due to internal and external pressures, the slowdown is noticeable. China's economy is struck by the combination of the effects of trade war, structural problems in the domestic economy and other policy issues. Faced with multiple challenges in the second half of the year, along with the central banks around the world inclined to reduce their interest rates, China's macroeconomic policies may need to toughen up and increase economic stimulus. China and the U.S. are both facing huge challenges brought about by economic transformations. The initialization of trade conflict is motivated by Trump’s desire to protect his vote base. In the long run, however, this behavior proves to run contrary to the U.S. national interests. Mr. Trump, forced by the electoral environment, chooses to ignore trade convenience, globalization and the independence of monetary policy in order to pursue his second tenure. The Chinese ruling party, having no election-induced “short-term economic policy trap”, has to take extra precaution against falling into the same trap. Instead, it should use supply-side reforms to mitigate pressure from the trade war, promote fiscal transparency at the local government level, improve the efficiency of transfer payments, and promote the focus of state-owned enterprises, adopting transformation and efficiency. >>
A national bankruptcy mechanism is under discussion by policymakers, covering local governments and enterprises, to prevent systemic financial risks, said a senior official with the central bank. "The key task is to prevent debt default risk," said Wan Cunzhi, director-general of the PBOC's Credit Information System Bureau, at a news conference on Thursday. He said the mechanism will include indebted local governments, while market-oriented measures will be introduced to ease their debt burden. Local governments’ bankruptcy was rarely mentioned in China before, and the official didn't release more details on the mechanism. It reflected that policymakers have noticed the potential challenges and more measures are expected to strengthen financial stability, analysts said. Total local government debt reached 19.9 trillion yuan ($2.89 trillion) by May, according to the Ministry of Finance. >>
